The Issues That May Not Yet Have Been Examined
Many claims concentrate on whether damp or mould was present, how long it remained and whether the occupant experienced ill health.
Those matters are important, but they do not necessarily reveal the full technical history of the case.

Professional Competence
Competence is not established merely by carrying out inspections or remediation work as part of one's occupation.
A defensible assessment may require knowledge of:

A person may be competent in one part of the process but not in another.
For example, a general building surveyor may identify condensation or disrepair but have limited training in microbial remediation. A laboratory may report organisms or measurements without being able to determine the underlying cause, the significance of the exposure, or the appropriate remedial response.

Standards, Guidance and Their Application
Damp, mould, water damage, and remediation cases often involve a mix of legislation, statutory guidance, British Standards, international standards, professional guidance, manufacturer instructions, and contractor procedures.
The existence of a standard does not establish that it was:
- Relevant to the circumstances.
- Current at the material time.
- Correctly interpreted.
- Applied by a competent person.
- Applied to the correct materials and contamination conditions.
- Followed throughout the work.
- Verified after completion.
Different documents may also address different parts of the problem. A housing hazard assessment does not automatically provide a microbial remediation protocol. A laboratory result does not establish the source of moisture. A visual inspection does not establish that concealed contamination is absent. The use of a chemical product does not demonstrate that contaminated materials have been safely remediated.
